Google Checkout not calculating sales tax on shipping

I have just set up Google Checkout and even though I have specified in my Google Checkout account that I want to charge sales tax on shipping and set the GoogleCheckout.ShippingIsTaxed AppConfig to true it still doesn't work. Any ideas?
